Higher level than Kage?

why? why? why?
why are you measuring the abilities of these shinobi by comparing them with madara? They are Kage Level. That should speak volumes.
Madara is someone who is in a different league up there with Hashi, Rikodu, etc. Compare them with normal shinobi not ones from fairy tales.

don't ever compare madara & hashirama w/ the sage. It's an insult.
OT:- All is title it doesn't determine their strength at all. Naruto still genin but it doesn't measure his power nor those the title kage measure their power

You can't say the kages aren't worth the title cuz they couldn't do anything against Madara......

I believe that most people such as Kakashi could have achieved higher than Kage. I mean any other kage except: 1, 3, 4 hokage
2, 3 tsuchikage
4 Raikage
Any other kage are pretty much wasting the title such as mei, tsunade. i mean cumon they were such weaklings as they took on madara not much damage was done during their attacks.

Of course highly ranked nin were even ranked higher than kage
even itachi, nagato, tobi could have been ranked kage easily.

key ninja such as naruto, sasuke can achieve higher than kage. by achieving highly ranked jutsu at young age later on will become very strong .

I believe there should be a higher rank than kage as some kage can be surpassed just like naruto surpassed minato.

I believe the 2nd hokage deserved his title. He did create the summoning impurE world reincarnation jutsu, and it was also said that he has a space time jutsu. He also established konohas infrastructure and organizations.

Kage is a political position i think, Shinobi are classified as S rank, A rank etc.
