I'll provide a link to the talent question in the first reply. You might wanna check that out first so as to give a good groundwork for this thread.

In general, but especially in shinobi combat, achievements are attained by one's quantifiable qualities. These are strength, speed and defense, mainly.

(Even so, these qualities also work around each other, read this part at the end)

The main quality here is strength or power. Strength is what literally gets things done and determines how much influence you can havw on your environment. In any direct clash, the stronger fighter wins. However, because not all have the most strength, a counter is needed. This is speed and agility. Speed and agility allow you to avoid the opponent's hit and land your own, nullifying his strength. Even if youre much weakee, if your opponent cant touch you . . . Vegeta vs Cell. Again, not everyone has the best speed, so what is needed then is defense to weaken their attacks and tire them out. And again, when defense and endurance are limited, one needs a super strong attack to one-shot. (Now read the brackets)

The problem with the above is that there is a natural limit to how far one can push their stats. This means that relying on them also has an effect of limiting what you can do against opponents, on top of the natural counters issues.

So abilities are developed to make up for what one lacks in stats. For example, a relatively weak person can use a water release dragon to clear a forest when their muscle can't even hope to do so. In this sense, it can be said thay the value of abilities is how much they allow you to achieve DESPITE YOUR LOW STATS.

Tools are similar in effect, but the opposite in application. Tools also help to cut the gap in stats (and ability), but instead of being used because one lacks certain stats, they work positively to maximise the stats one does have. This is seen especially because tools are not directly tued to a person (see Itacbi thread). Because tools can be taken away, a person must use a tool that works with their special powers to insure they maximise its potential. For example, a person uses a sword because they are fast enough to cut an opponent before they get punched. If they're not fast enough, then the opponent would just take the sword from them. So the value of weapons is that they allow maximum achievement with minimum stats.

In light of this . . .
1. What are the best abilities? These are they who allow great achievements despite great weakness
2. What are the best weapons? These are the ones that achieve the most when their requirements are met, while not requiring the best stats

Lets go with a top 5. Don't just look at destructuve capability, as defense and speed are also among the foundational qualities.
