What this jutsu does is make somewhat of a lightning armor around your body.

So then to use it offensively you have to touch the opponent (punch, kick, etc)

For defense it can destroy earth moves and such when they come in contact with you (jutsu rank depending)

*I cover my body with Raiton chakra and a reinforcing layer again as I run to your clone. When I get within four feet of him, I turn the chakra into lightning and kick towards the side of his head.*

*The clone blocks the kick with his arm, leaving his arm with slight burn marks and partially paralyzed.*

Good. Now notice what happened to him. The lightning damaged him, but not enough to poof him away. This is because of the level of this technique. For most jutsu (depending on its effect) it takes a C-rank jutsu to destroy a clone.

The second and possibly most important effect is the paralysis. Lightning jutsu (again, rank depending and description depending) are very often used to paralyze an opponent. If your opponent can't move he can't fight. Paralyze an arm and it becomes very difficult to perform handsigns, limiting the jutsu your opponent can do.
