I didn't notice that they were at Kumo when Juubi attacked.It's possible but i don't think they'll creat a new village.
It's just an alliance, there can still be war in futur and the alliance can end too.
Konoha has Will of Fire, Kumo and other will just reconstruct their villages, i'm sure they have placed the civilians and children in some bunker underground like they did at Konoha.
And Kumo will still be one of strongest village with potential war potential like Bee,Darui, C and A , not to mension the genius Omoi and Samui,Karuis.
Furthermore there might be a plot no jutsu rine tensei to bring back all the dead shinobi, I feel like Neji died too easily , he has one of the greatest potential among Konaha 11 imo.
Naruto won't be kage now, Kishi need to do a time skip like 4-5 years and Naruto must be more mature.
