May I make a suggestion? You should restrict Ninjutsu. Essentially making this a swordfight. It would be cool to see, unfortunately Kisame's suiton arsenal would RAVAGE Hidan with little effort

Straight up taijutsu and kenjutsu would be a much more interesting battle. In this case Kisame knows Hidan's abilities and would use massive suitons to keep him at bay with ease, have sharks tear him into bits, and scatter him for miles.

Kisame would probably win, because he will keep a distance away from Hidan knowing his ability..

I doubt hidan can swim very well or anywhere near as well as kisame lol even if Hidan don't need breathe under water because he's immortal, but a fight under water even without super shark bomb ( the one you referred kisame can't use ? ) I'm sure he can still kill hidan mid diff.
