i dont know the only person i find underrated is kabuto and oro. overrated is probably minato, yes he is very strong but couldnt beat the nine tails without dieing? but i think that only happened because kishi screwed himself in part one so he just powered up the nine tails alot to try and fix it which was unfixed when hashi took a big sh!t on it

Immortality and being able to voodoo own someone is definitely OP

There was no evidence in the manga to support this, however there is in the databooks.
