Well Hidan could have one-shot Shikamaru, yet Shikamaru shat all over Hidan so your point is pretty invalid. And both Deidara and Konan can "fly". Can Hidan fly? No so I don't seem him scratching anyone will his scythe.

Hidan had a potential to be great, he's my fave character of akatsuki but definately not in the top 5 in skill.
He's to cocky and just...stupid. Give Hidan say..... Minato's genius...and you would have OP beyond EMS madara....
