But I don't think he's got the best of power in Akatsuki

depends. if it's earlier timeline (like the one he was in), yeah he has one of the best powers, however in late-game naruto. where the powerscale has increased significantly, then no. i'd argue it's one of the worst abilities and would only work in the perfect situation. best power throughout the series in most situations has to be either rinnegan welders, sage mode and totsuka blade/yata mirror.

and kyuubi chakra mode/bijuu mode whatever it's called.

There is a theory that Hidan's ritual is yin/yang release. It makes sense so yes, the nature of his jutsu seems to be high level stuff.
