Hidan is an excellent CQC fighter being able to actually go par to par with kakashi. I'm sure hidan has the capacity to get someones blood, retreat, form his circle and kill the person from a distance. Or if he wants to be smarter obtain the blood through external/alternate means.
Except for anyone whose taijutsu skills surpass Kakashi's, or the Third Raikage, or Gaara, anyone with a sharingan whom can predict his movements, some members of the Hyuga clan, anyone who can use the same earth style jutsu as Kakuzu to harden their skin, anyone with space time techniques, such as Minato or Obito, Someone who fights with Genjutsu, such as Itachi, or Kurenai, anyone who is skilled enough to avoid coming in to close contact with hidan, whilst still being able to fight at long distance, such as sai, or anyone who can use clones to fight, like naruto, as you can't draw blood from a clone.
