The only advantage Neji has over Hiashi is his superior speed proven by Neji's superior speed feats as well as databook stats. Hiashi has superior stamina, the better Byakugan and better taijutsu according to the databook.

Anyway Hiashi's vacuum palm has greater range than Neji's so he has the undeniable ranged advantage. Hiashi's rotation is stronger than Neji's and he doesn't need to use his strongest rotation to guard against Neji's attacks. Hiashi has more chakra and presumably better chakra control as he is more experienced and the scale of his techniques surpass Neji's, so as the battle drags on, Hiashi gets the upperhand. Hiashi's vacuum wall palm may very well bust through Neji's rotation considering his vacuum wall palm repelled the Juubi's arm whereas it took a rotation from Hiashi himself alongside Neji to repel the Juubi's arm so it stands to reason that vacuum wall palm>>Neji's rotation.

Vacuum wall is a violent blast of jyuken chakra with a far reach, which means the chakra is effectively spread out within the scope of the attack itself while rotation is a continuous revolving dome of concentrated jyuken chakra which is constantly expelling more chakra into the revolution for the duration of the technique..This technique specifically knocks chakra. away meanin it should knock away the less concentrated blast of chakra from vacuum wall palm or at the very least cancel each other out without neji bein affected..In theory ofcourse.
