Hiashi vacuum palm is so underrated , it has great force behind it enough to kill human being.
1. Size and weight of Juubi tail
Just compare size of Juubi tail with those peoples in the air.
This tail weight God knows how many tons.
2. Force behind Juubi tail
This is force of Kurama tail
Force of Juubi tail is much greater
Hiashi didn´t simply repel stationary Juubi tail. He repeled moving Juubi tail there is huge difference in that. His vacuum palm had enough force to overcome Juubi tail own force and even push it away far from them.
Now imagine if this attack hit human body which is way smaller and extremely less heavier.
3.If hit directly can human land on his feat to avoid damage ?
No the impact alone would most likely kill or make person unconscious . But even if doesn´t do any of those opponent won´t be able to land on his feat to avoid damage.
We already have manga situations when someone was blown away with great force and none of them was able to land properly

Conclusion :
Unless opponent has speed, some sort of defense or extreme durability he would be heavily damaged if hit by Hiashi vacuum palm.
