Kakuzu mostly likely. His anatomy is not human. So we can't say for sure if he have tenketsu points.

He has hearts/Heart depending on what he releases so the Gentle Fist can still target that and it bypasses Domu

But Hiashia as most CQC fighters just can't reach him

kakuzu wins , mid diff

elemental combos & far greater stamina are the deciding factors 4 me.
hiashi lacks any offense to threaten kakuzus vital resiliency

Hiashi's vacuum wall palm allows him to repel all of Kakuzu's ninjutsu due to being able to repel a Juubi's arm which can casually deflect bijuudamas from the Hachibi all the while doing damage to Kakuzu, his masks/threads while Hiashi closes the distance. Kakuzu's ability to catch his opponent off guard through attacks from different angles is useless against the Byakugan's field of vision. Doton domu uses chakra to maintain an iron body so gentle fist nullifies doton domu allowing vacuum palm to finish off his defenceless hearts inside his body. Hiashi's rotation is thicker than Neji's and he spins faster as well as emits more chakra than Neji, who himself can defend against generic elemental jutsus just fine. If Kakuzu decides to attack Hiashi with his threads, full body blow blows them back and gentle fist can be sent into Kakuzu through those threads.

Kakuzu simply can't win. Hiashi wins mid difficulty.

Hiashi, mid difficulty. All of Kakuzu's Ninjutsu is repelled by Rotation and Hiashi is simply scaled too high for Kakuzu to compete. Hiashi's insight via the Byakugan would allow him to target the hearts within Kakuzu, and I'm sure pushing back the Juubi's humungous arm which would would dent most Susano'o variants (superior to Domu's durability) is a feat Kakuzu can't hope to fight against. Kakuzu can't do anything to Hiashi with the majority of his arsenal and he falls to the Byakugan's insight. If Kakuzu decides to use his threads against him, body blows targeted via the Byakugan individually target the threads and remove the masks. Kakuzu has no feasible way to win this.

Hiashi takes it with no more than mid difficulty. His vacuum palm, rotation, body blow etc are too much. Neji vs Kakuzu would be a better fight to be honest.

Due to the fact intel is full, starting distance is 30 meters, and Kakuzu starts in base; Hiashi wrecks. Change the starting distance to 50+ meters and/or allow Kakuzu to release his flying hearts, then we'd have a debatable fight under these conditions. I'd dare say Kakuzu takes it with very high-difficulty. Basically, rotation can be , and Kakuzu can go into his long-range earth grudge fear mode in order to prevent Hiashi from engaging him in CQC. Hiashi's air palms are a problem, but as long as Kakuzu keeps it a long-range fight, he should be in the clear and pull off a win.

Hiashi deflected a Juubi tail and not the arm with his air palm. Just pointing that out.

Hiashi wins this.

Considering how Kurama tails can destroy mountains, him deflecting a Juubi tail seems like a feat above high kage level at this point.

It blew the jamming and mist justus away.
The Juubi's tail whip had to be countered by around a dozen fuuton users including Temari but somehow Hiashi managed to do that all by himself. That seems kind of unrealistic power because even a PS sword slash wouldn't generate the same level of energy as a tail whip from the Juubi.

The fuuton users countered the wind the Juubi created, Hiashi pushed the actual tail back. I dont see why you are comparing the two.

So the shock wave created by the Juubi has more momentum than the Juubi's own tail? That doesn't seem right when the Juubi's arm obviously weighs more than the shockwave it generates.
