So I finally restored my old laptop. Its a bit slow, but not enough to make me mad. Is there any free and safe programs that increase the computer's speed?

probably viruses, malvare or trojans. i'd run a scan with an anti virus program to see if it makes a difference.

yes there is one.It is called Linux. Dump that resource hungry Windows and install light Linux distro with L X D E or Xfce

No, that's not how computers work. Download speed is not affected by computer speed, but only by internet speed. To speed up the computer in this situation, I would recomend ccleaner and a malware cleaning program as suggested above. The alternative and faster/more effective approach is getting a windows reinstall disk and reinstalling the computer which would make it as fast as the day it was bought.
