Here is the site:

And on how to make a gif I'm not expert on it but you can make gif on the same site. Just insert video url. It's easier to find gifs on Tumblr than making them.

For premium size you want to take the height of the image, divide the number of pixels in the height in half and use that number to determine your width. For your image it is 577, so round down to 576 and make the width 288. After that do your best crop job and make the image 288x576. For cropping I use the following site:
Simply enter the url or upload an image from your computer, then click on where it says 'crop.' There it will give you an option to entee the numbers for manually. As I said above for this image that would be 288 for width and 576 for height. You will then see a veetical red rectangle that lets you see what patter of the image won't be cropped out. Decide what works best for you, crop it out, then right click and load the image in a new tab. Once that is done, copy the url of the image and upload to the following site:
Once you get to ezgif, locate the resize button, paste your url, and upload. You will then be brought to a page that allows you to resize the imahe by entering the numbers manually, this time enter 150 for width and 300 for height. It will also give you options for resize conversion, I recommend using Gifsicle as the resize converter.

You can resize it on online-image-editor, but it will make the gif very grainy which is why I recommend using ezgif for resizing. Likewise I sometimes run into glitches when cropping gifs on ezgif, so I use online-image-editor for cropping.

Here is the result:
