When i try to create a new thread in the naruto shippuden section of the forums it says that i do not have permission to access this page. Is there a reason for this? Can someone help please

Only the uploaders can make a thread there to avoid 10 different people spamming the latest episode.

Most of the Sections enable you to post threads and replies. So yes, you can.
