I noticed that images that have been turned into gifs seem to have much more quality and glow than normal images? How is this possible? How can I do this?

Someone even in the recent photography of the month thread that they took a simple image with their phone and then turned it into a gif. The quality was beyond that of what a phone could do so I guessed that making it a gif photo enhanced the quality. There are also other examples...

You could tell that Waindo's picture has much more quality and shine and glow because it's a gif. How do I do something like that?

Even in this selection of photos here you can see that they have some type shine or gleam and higher quality to them then their original.
