i'm not new to naruto base but i am going to be new to the RPing in NB so can anyone inform me on how to go about creating a bio? thx xD

Welcome to NB
Well to create a bio you must obtain the Genin rank wich you will have when you have 5O post, then create a simple bio just to get you started in the Rp like a custom bio with no clan or special abilitie wait ti'll it gets aprove, once aprove contact a sensei (members with orange names) and ask them if they have time to train you.
