Hebi wins. Water dome is a non-factor still Suigetsu is around. Sasuke's wings reduce the power of Kisame's Daikodan and then he uses oral rebirth to recover. By flying he can avoid the 1000 sharks technique. Kirin ends it as Samehada can't absorb natural lightning.

Sasuke preps Kirin while Jugo Suigetsu and Karin distract Kisame (Suigetsu would NO DOUBT be able to distract Kisame in water dome). Then Sasuke tells Hebi to retreat and Kirin electrocutes the SH*T out of Kisame. So Hebi high diff.
