If you are counting only regular jounin level than yes
Back then Sasuke used strategy in his fights and did not rely on his MS
But he can't fight Tsunade, Kakashi, Jiraya, Asuma, Gai by himself
And the other Konoha 11 could put up a fight and win if they team up

Base Sasuke is faster than 7/8 Gai according to your logic but he couldnt rival Rinne Madara in his base speed easily but Gai out-speed JJ Madara and it need Rikudou power up for Sasuke to have a chance rivaling Madara. DO THE MATH

IF he fast enough before everyone, he should never need any power up to surpass Madara in speed.

Why am i stupid for restricting Gai. Gai is haxxed and on Juubi Jin level at full power Even Kishi restrict him when Pein evaded. Sorry all those guys are fodder and are more or less not as good as the shinobi Sasuke defeated in the scans.

The power ups that Sasuke received doesn't enhance his physical strengh except maybe Rikudou chakra a little bit because Sasuke had 4.5 in DB and you can't have higher than 5.

before Rikudou powerup I disagree Gai at 7 gates was complimented by Juubi JJin Madara for his movements while Sasuke isfast 7 gates is another level.

Sasuke had 4.5 in the third Databook, he probably got 5 later as he grew or because of Rikudou chakra but it isn't a big boost, there is a limit to what a shinobi can get in NV an example is how slow Kaguya is and about his fight with B he wasn't at full health.
