Hebi Sasuke mostly engages in CQC (close quarters combat) which means a taijutsu fight will ensue. With the reactions Tobirama has shown, he isn't going to get bested by Hebi Sasuke and all Tobirama needs to do is touch him once to land a Hiraishin seal on him.

Chidori Nagashi's range is rather short so Tobirama will be able to dodge it by sensing the chakra build-up, and then using his impressive reactions to move away, or keep Sasuke on the defensive by using Suiton.

No? It only hit Naruto and Sai and they're really, really close to Sasuke. Both Sakura and Yamato are also close to Sasuke but they weren't affected by Nagashi.

Sensing the build-up of chakra can easily allow Tobirama to move a few steps away from him.

we only see his eyes when he's already on Madara's arms bleeding to death, heck his sharingan wasn't activated at all cause of it too.

Nagashi's range is really short, and that was all part of Itachi's plan since he caught Sasuke in a genjutsu.

Tobirama would just move backwards and use long range Suiton techs.
