I don't see how this fight is fair when you restricted summons. Rock Lee uses his vastly superior speed to keep Sasuke on the defensive, allowing Neji to seal away his chakra points with gentle fist. Sasuke's elemental attacks are easily dodged by the duo and his taijutsu is inferior.

OT: If it's just Sasuke vs the duo, I can see Neji and Lee winning. Lee can push Hebi Sasuke back in CQC long enough for Neji to shut him down with Gentle Fist and he's effectively neutered. However, if you add his Taka teammates, it turns into a complete stomp for Sasuke's team, as Suigetsu is practically immune to the Tajiutsu encounters and can briefly immobilize either of them by "drowning them" in his liquidated form which would let Sasuke end said person with Chidori Senbon or Nagashi. Likewise, Juugo would one shot an immobilized Lee or Neji.

Sasuke can just genjutsu neji like he did with sai and naruto and he'll finish lee off with flying around in his CS 2 mode and shooting fire and lightning projectiles at him suigetsu and jugo aren't even needed...

Lee solos with mid-high difficulty. Honestly, Hebi Sasuke has no power to his name except amaterasu and a few other katon. Considering his CM Form, we could say Lee solos high-dif, but Base Sasuke gets totaled. Sasuke may have some speed and Sharingan as a variable, but Sasuke succumbs to Lee's extreme speed, and his Sharingan is useless against lee's movements.
