yeah he did, xxsagexx says it was because naruto was fatigued.

KN4 naruto isn't happening because of sasuke's ability to suppress the ninetails. not to mention if naruto manages kN4 no one would be able to suppress him so he would spiral out of control and die

Sasuke suppressed a small level of the kyuubi's chakra (Not even enough to form a cloak) before it really took hold of naruto.

If sasuke can suppress a much larger amount when it already has hold of naruto is another story. Even so, naruto didn't really even attempt to stop sasuke doing what he did with the kyuubi's chakra.
