you need to take in account that sasuke pretty much has full intel on raikage while raikage has basic info

the sasuke that fought Ay in the manga has almost no intel on his opponent while Ay at least had decent info

since sasuke knows about V1 and V2 while wouldnt he go all out from the beginning

Hebi Sasuke likely secures the win against Tsunade and Gaara and could potentially lose to both Mei and Ei with Onoki being debatable.

The only reason Hebi Sasuke would lose to Ei is due to Ei's Max Flicker which Hebi Sasuke, even with Senjutsu Enhancements won't be able to react to, but he certainly should be able to inflict some damage and easily react to V1 Ei's Shunshin due to his linear movements as Sasuke himself, despite being injured managed to easily perceive and react to V1 Bee due to his linear movements.

Hebi Sasuke potentially loses to Mei due to her very fast hand seals and ranged ninjutsu. Her Lava Release can easily keep Hebi Sasuke at bay considering it did so against Madara and her Acid Mist can easily spread and ensure that Hebi Sasuke stays a relatively far distance. Hebi Sasuke still has relatively high flight speed considering how he managed to fly out of C4's range in an attempt to blindside Deidara and evaded C2 and the Landmines almost instantaneously with his flight speed, however, it's still not enough to pressure Mei who can perceive Ei's speed and coordinate attacks with him and she can simply use Suiton to push Hebi Sasuke back even further and gain a significant edge against him. Kirin is likely the only way he manages to win this or if he resorts to Manda.

Then Onoki, the main reason I consider him superior is because Hebi Sasuke has superior flight speed, Raiton that can counter Onoki's Doton, and he's simply faster and more reflexive. It's not as simple as "Jinton GG" simply because Onoki is required to remain stationary in order to do so which leaves Onoki vulnerable though if Hebi Sasuke resorts to CQC, Onoki can easily retailiate and weigh Hebi Sasuke down and at that instant, it's over, so either could win mid-high difficulty.

Then don't use the word solo. And if Itachi has no intel, but the Gokage do, I can see them all to most of them winning individually. You don't have enough wank in the world to save Itachi.

Itachi vs Gokage If the conditions are fair I can see him winning against all 1v1.............................................except Gaara.
Actually I can see them beating each other 50/50 He is the only one with a counter for Susanoo.
