Sasuke is holding back because he's not using his full power, instead of using the power the sage gave him he's keep using his old powers maybe in the next few chapters he will reveal new awesome power

if Sasuke has been holding back this whole time, then he's a bigger fool for it. If he's trying to help save the world, it's neither the time nor the opponent to be doing that against.

then what do you expect Hebi Sasuke to do against Kaguya? That Sasuke would get mopped up in a flash, considering she's already been seen having better speed/reflexes than Rinnegan Sasuke.
