With intent to kill in mind I would have to give it easily to naruto, itachi, and bee. We have never really seen either 3 of these characters fight witht the intent to kill, killer bee is too non challant to actually wanna kill, naruto is to kind, and itachi hates death and war. Naruto has fought with the intent to kill when he was young against oro and stuff but he hasnt done it much in shippuden. This is all just my opinion of course, I have been known to make stupid a** remarks
