Wat he is tryng to tel u is the froges comparing Minato & Jiraya with Naruto & by observing thire conversation it is clear that Minato trained at Frog country(iam not sure about it but just asuming it) if so he probably trained to master SM other than that he had nothing to do with training at Frog country thats wat he is tryng to tel u & also I dnt think Minato became stronger than Jiraya(who mastered SM) just because of FTG & Rasingan,,,,,,
