Bro Kurama is the most violent and dangerous tailed beast.... If you remember even the Akatsuki had decided that Kurama must be sealed at last after all the other tailed beasts were sealed.... Sealing him before would have destroyed the power balance of the Jubbi statue and also the Jubbi statue itself.... And this was when Kurama had just half of his Chakra and now he will have his complete Chakra.... Can you just imagine how difficult it will be to control him....
