Pretty much. The guy was a dead last without Kurama helping with each and everything. It even cut down the SM training recovery period. But I am sure his annoying fans would deny it:

Pathetic, really. He didn't learn a single thing on his own without falling on Kurama like a decrepit old man does on a wheelchair.
Pathetic, really. Lets look at some facts.
It's true the 9 tails does help Naruto recover faster when it comes to chakra amount, but it's also true the amount of chakra a person possess has nothing to do with skills. In fact the manga stated the 9 tails makes it harder for Naruto to use his chakra. That means Naruto had to work harder than anybody else in the manga because his powers were always being held back. That just proves how impressive Naruto truly is because every single jutsu Naruto learned he had to work harder than normal to achieve. Remember when Pa frog tried to merge with Naruto and the 9 tail interfered. That's what the 9 tails was doing to Naruto his entire life, interfering with his ability to control chakra.
It's extremely difficult for a Jin to learn how to control the tail beast power. The tail beast charka doesn't teach Naruto how to handle or control it's chakra. Remember what happened when the 9 tail chakra touched Sakura. If he didn't have the skills to control or handle the chakra he would have never became a perfect jin.
The 9 tails actually hurt Naruto more than help him. The 9 tails is the reason Naruto didn't have parents to guide or train him outside the academy like Sasuke and other ninjas in his class. It's the reason Naruto didn't have a place to go to gain knowledge of his clan like Sasuke. It's the reason his chakra was more difficult to control. Those are the reason Naruto was last in his academy class.
What I find funny about Naruto's academy days is he was able to take the genin exam before anybody else, including Sasuke. If Naruto was really unskilled like so many claim he shouldn't have been allowed to take the genin exam before anybody else in his class. That proves Naruto was more skilled than everybody else in his class because for him to take it he had to be ready. Since nobody else took it that mean they weren't ready. The reason Naruto failed the genin exam was because of his inability to control chakra. The 9 tails was the reason for that.
In reality Naruto learned a lot on his own. The 9 tail holding Naruto back shouldn't be considered as help. If you were running a race and an opponent was holding on to you to slow you down you would considered that help.
