It was probably meant to be that way so each pair would be would work well together. Seeing as everybody in that organization is from a different village and they hardly knew each other from the beginning (unless from reputation for some, however not persanally enough to work well together). It was probably to strengthen their teamwork however Kisame and Itachi were the only team that didn't bicker with one another (with the exception of Nagato and Konan but they were together a lot longer)
