It depends on how strongly you feel for the person. If it's only a small crush, then you probably won't regret it if you never manage to tell them what you think. I've had tons of these, and I've never really had the guts to say anything, but I don't regret it at all. It probably would never have worked out for me anyway. xD

However, if it's someone you'd be happy and able to spend the rest of your life with, then you should flat-out tell them exactly how you feel. Waiting for them to make a move or set the scene usually results in the person finding someone else, and that just makes things problematic for you.

On the bright side, even if you're rejected, you can hold your head high knowing you had the balls to say how you feel.
