Against other nin, sure, kabuto has a wide array of jutsu to try to counter different situations (visual genjutsu, mokuton, etc); Better arsenal than what we've seen from orochimaru, but orochimaru would still trash him

Kabuto doesn't have near the jutsu arsenal of oro. We've seen oro use kusanagi, rashoumons, body reincarnation, 10000 oral snakes and seals, have of which was without his hands(ability to use jutsu). We've never seen that from kabuto.

In summary, kabuto tried to mimic orochimaru too much and didn't go on his own path. He basically became a pseudo-orochimaru with less jutsu
what do you mean less jutsu? when you look at his original medical abilities + orochimarus snake abilities + sound 5 + taka, its obvious kabuto has a far huger arsenal. and just because he didnt show he could do anything oro could doesnt mean he couldnt. he wasnt fake orochimaru with less. he was kabuto with all of the powers of various people in an effort to give meaning to himself. orochimaru happened to be only one of the people kabu selected for assimilation.
