Oh...hanzo-senpai! Well, fire is one of the 5 elements. It represents life but also destruction. To use fire one needs control. If not controlled, fire can destroy even the user. Power without controll ends in nothing more than a empty minded destruction. In terms of power, it's a more offensive than defensive. Offensively it's one (if not the) of the strongest. It's strong against wind because wind fuels fire, making it stronger. Fire needs a fuel, and in the most basic form, wind is the major fuel for any fire. It's weak against water because water can't be ignited. Water doesn't catch on fire, and so can be used to put out a flame.
konoha has several fire users. Easy examples are all uhcihas for example. But Jiraya used fire (for example Katon: Dai Endan (fire release: big flame bullet)) and the 3rd hokage, hiruzen sarutobi used fire (Katon: Karyū Endan (Fire release: Fire dragon Flame bullet)).

Yes you can.. calm down... the fire responds to your heartbeat and breathing... fire represents life and thus is related to your "fire" that keeps you alive. Like fire you can become enraged destroying and incinerating everything.. but then your snuffed out in the end.. But be too timid and your fire will not illuminate your path and thus you will stagnate or wander off the path... Breath deeply and steel your heart... Begin.

*I become nervous and it goes out. I take a deep breath, close my eyes and channel my chakra through the leaf. A medium sized flame engolfs the leaf. Instead of being nervous I calmly maintain my the chakra flow. The flame stays steady and warm engolfing the leaf. I feel a warmth and a confort by looking at the flame...it's amazing*

The user increases that fire with his own chakra, making so that its a movable flame wall. Usefull to intersect projectiles or cover ones retreat. However the overall power isn't that great and you need a fire source to perform it.

A usefull fire tech to use in combination with a wind tech, making a powerfull fire stream that attacks the enemy. The range isn't that great and without the colaboration of wind, the fire isn't very strong. Can also serve as a effective way to surround multiple enemies and to use in colaboration with another fire or wind tech from an ally.

A technique that can cause a normal earth atack to become a devastating lava attack. The only downside is (if i'm correct) that it can only serve as a combo jutsu. (if i'm wrong then one can use it to propel a stream of fast hot fire at short to mid range to a target and the downside would be range).

Able to attack multiple enemies and use with ninja tools. Also its a fast paced attack. Downside? Since the overall power isn't very great, the technique serves better as a distraction rather than a main attack.

Katon: Hibashiri actually sends a ring of fire at the opponent rather then creating a ring around them. It's useful if you send a wind technique through the ring creating a fire/wind combo.

This leaves room to attack several targets at once or to simply do a more broad attack reducing the chances for avoiding the attack.

You don't really need to learn the Sage Mode or toad jutsu unless you have either of those things.
