1. because Manda tanked it (which doesn't dehype anything imo because 1 Manda was a boss 2 he was the summoning of one of the most durable characters in the series)
2. because Deidara wasn't a Senju or an Uchiha and most hc fans automatically consider every non-Senju or Uchiha tech fodder

C0 is pretty much totally overkill. I mean 10 km radius?! That means it could pulverize everything within a 314 km2 area! The only other thing in the series that I could imagine destroying more than that is the Juubi. And i guess Rikodou could too with his god version Chibaku.

Also Manda didn't tank it, he only got hit by the blast for a split second before he was reverse summoned to somewhere else.

A better question to ask would be could Deidaras ultimate attach defeat Hashi. And i believe the answer is NO. Hashirama has many many Defence and Shield Jutsus to protect him from Diedaras ultimate explosion not to mention that Hashirama would more than likely be able to control the entire forest area around Deidara to contain some of the impact, especially when boosted with his Sage Art.

For those who would say Hashis Mokuton Defences would disintegrate because of the explosion, let's remember that his Mokuton Defence easily took the impact of the Kyuubis Tailed Beast Bomb, and bounced it off like it was a rubber beach ball.

So in this instance, size doesnt really matter. Although in most other cases it does factor.

However, that said: Diedaras destructive power has been hugely underrated at times

If you're saying that Deidara could beat Hashi then I agree. Hashi has no counter to C4 while Deidara can fly out of his range. Deidara is a bad match up for him.
