OFC it is. We havent even seen a mediocre taijutsu or speed feats from hashirama. Dont forget that when hashi took over kyuubi, madara pretty much went against SM with base and sharingan alone. Clearly madara's base > hashi's.

we already saw base hashirama clash equally with base madara in cqc.
