Seems to be how it's gonna happen. Hashirama has a lot of empathy towards Sasuke as he reminds him of young Madara. He took the time to explain to him what Shinobi are and what the Village is.
Kishimoto has portrayed them almost as mentor/apprentice (last pannel here):
I still don't like the idea myself, but think about it. Why would Kishimoto hype the fact Sasuke is becoming Hokage, if the idea would be going down the drain in 2 chapters?
Sasuke is made to be Hokage, he's the one who thinks ahead and searches for the meaning of things. He understands what's wrong with the village thanks to the kages and wants to correct things. He's the character who would stand above Konoha with a badass pose and oversee everyone, or sit behind a desk and plan all the strategies.
Naruto already got what he wanted. He's not someone to dress up as Hokage and stay in his office all day like Tsunade or Hiruzen. His place is outside, travelling across the world as the new Sage of the Six Paths. In a sense, he's like Hashirama, he may be a great person but isn't made to handle the "dark side" of Konoha.
