No. Tobirama made Hiruzen the 3rd hokage during the 1st war when they were ambushed by the Ginkaku unit. Since Tobirama had the time to create the academy, the military police forces and other stuff, he certainly was made hokage before the war.

but the manga and the anime are linked, kishi has to authorize the episodes and make fillers to stall. so its his work

No it isn't xd Kishi don't make the anime, besides this is probably not even from a filler. It's just that they chose to show that image when saying she is the grand daughter of the 1st hokage. I have already proved it with manga proof. Manga > anime any day... Just look at some of the battles in the anime, they just give them random jutsu, or they assign the wrong jutsu to the wrong person. You cannot keep a high quality anime with a new episode every week. It is impossible to earn a dime on it - even in Japan. Just look at the latest episodes. It looks like a f*cking cartoon from the 80's...

Ok i understand that, but the thing is, tsunade got the necklace from her grandfather, according to the manga, and i believe she was only a baby when he died. But seeing as we dont know when the 1st war started, then we cant be sure until we contact kishi, lol. Hopefully that will be a next question in one of his interviews.
