My opinion people would see Hashirama as the superior hokage because he created the Leaf Village
but i feel if the 1st and the 4th were to battle, Minato would win

They were pretty equal to me because-

Minato fought tobi(Eternal Mangekyou Sharingan user) and kyubbi and beat them. Plus he was able to take kyubbi away from tobi.

Hashirama fought madara(eternal mangekyou sharingan user) and kyubbi and beat them as well.

But in my opinion Minato would win but he would have a high difficulty.
1. If tobi and madara fought(with jus eternal mangekyou sharingan) in my opinion tobi would win because he has space time ninjutsu plus intangiblity and izanagi (intangibility and izanagi both are good defenses for susanoo).
2. Minato defeated tobi with ease, fought the ninetails, and was able to protect the village all at once.
& 3. All Minato has to do is brand him and warp to him and wear him out. plus any of hashirama's attacks wouldnt be fast enough to hit minato nor defend against minato's attacks.
But overall it would be an epic battle with Minato coming out on top.
