Personally, I think Madara Uchiha is the better ninja.

It's pretty tough to say at the moment IMO.

Madara has been brought back with his youthful body along with everything that he had obtained at the time of his death such as Rinnegan and Moukton. In other words, he pretty much is a god compared to what he was when he faced hashirama. He has a MUCH more diverse moveset as well.

Hashirama on the other hand, he beat EMS Madara and a perfect susano/kyuubi fusion. On top of that, he lived around another 25 years(approximately) after that event before his unfortunate death. So obviously during that 25 years, he must have trained a lot and gotten stronger in a variety of ways.

Hashirama, because he doesn't steal his power ups... Eg. Hashi DNA and that allowed him to get rinnegan.
