god of shinobi for a reason. he probably took the respect of the clans by force and showed them kindness afterwards. kinda like genghis khan but more appealing and like able. thats if were talking about a time where clans had thier own little village,laws,and was at war everyday.

but to have all that power, one couldnt trust a being like that who could or might stray from his path. so he divided the tailed beast without thier consent. to kinda compensate the power difference to himand everyone else
