Looks like it's pretty much Goku & Vegeta.

No matter how hard Madara/Vegeta tries to catch up to Hashirama/Goku, he's always 1 step behind

Yeah. Agree. At the same time, Madara/Vegeta porudly announce that they have driven level ahead sica last time but then again there is always a surprise waiting for them by Hashirama/Goku .
