It's well known that Sennin Mode users are ridiculously powerful. Just because people underrated Jiraiya to no end and Naruto got new kyuubi powers didn't change that fact.

Edit: by the way, it's a counter to Omyoudon, we're not sure it exactly entails "bijuu chakra". No other bijuu has shown that ability.
