Who knows...I think their both equal. They've both had comparisons to the so6p (hiruzen to a lesser extent) - Hashirama's power was thought to be a fairy tail like the sage, and hiruzen was known as the god of shinobi, which is the same nickname of the sage.

God of shinobi and fairytail-like power both seem equal if we were to judge their powers based on that.

By feats: Hashirama definitely > hiruzen
By hype: Hiruzen definitely > hashirama (The whole strongest hokage, and strongest kage in his era thing).
