No, Madara said could for a reason. It only means he has the potential to beat him and more so, if he can, why didn't Madara just say "Hashirama can beat me"

Hashirama won because of his healing abilities without making seals. It's quite obvious now as he mocked Tsunade for it. Remember, no matter how powerful an opponent is, if he is exhausted, he is as good as dead. Hashirama would heal himself, where as Madara couldn't. At other skill level he may have been better than Hashirama, but this ability alone gives him a huge leverage.
