When you say someone is the strongest you don't just take Into account their jutsu or chakra reserves.
You also look at experience, intellect, battle sense & strategy, speed, and many other things.
For example Hashi vs Minato. He wouldn't be able to touch him. Stop hyping Hashi b/c of wood style.
