If we take hashirama based on his actions vs the hype he has been given, it doesn't add up. We have seen hashirama in a fight before and he doesn't live up to the hype he was given. It was already said that the 2nd hokage didn't perfect the technique and orochimaru perfected it. Kabuto took the technique even further by controlling dozens of edo tensei.
Other factors to take into consideration is even with hashirama's "hype" that hiruzen is well aware of since he was his student, he was more concerned with stopping the third one. Even though we all know the third one wouldn't of worked regardless, his intentions were to make sure it never came up for fear of the 4th hokage.
Even the ANBU are fully aware that the first and second were the best, yet with that knowledge hiruzen still was more concerned about the third coffin.
On this page it shows orochimaru returning them to their true forms. (which also could be used as evidence showing how madara was able to keep his form against hashirama but clearly aged to see nagato I think that's pretty neat)
This page dictates that they were complete. Now I know for a fact that a complete edo tensei isn't lacking in skill, as we all saw when kabuto erased nagatos personality.
So arguing that they were weaker then what is presented now, is a fail argument. Iruka even said he was known as the strongest hokage, and iruka was around for the 4th hokage as well.
Both characters are extremely over hyped, but everyone forgets that based on what both characters have displayed without hype, hiruzen still took the victory.

what we have seen about Hashi is him as an imperfect Edo, and you can't prove me wrong unless Kishi decide to show all of his power. So Hashi's hype > your argument
