Both sides are pretty emotional, but Hashirama knew the only way for the Uchiha to trust the Senju was to kill himself. Either way, Tobirama would f*cked shit up. There's no way someone like him wouldn't take advantage of his brother's absence. Tobirama believed Hashirama was too naive and weak-willed, so if that were out of the picture, I think Tobirama would have done things his way.
