Hashirama is considered an imperfect form of the juubi

The tree absorb chakra so does hashirama.

hashi has a kekkei genkai period,he is not an incomplete juubi...he doesn't have even one bijuu's chakra.obito and naruto are incomplete juubi because they don't have the full juubi's power in them..
