Toad Confrontation Chant is a sound-based genjutsu passed down on Mount Myōboku. Well to be honest man Jiraiya doesnt have a counter to mokuton. It goes both ways. However Hashirama is overall stronger and mire experienced so it comes down to that. Battle experience and prowess.

I dont think Jiraiya could create an oppening to prepare the genjustu before Hashirama interupts him with more than Jiraiya could handle.
