I don't know if he is older than Hashirama, but he definitely looks older than Itama which is the one with the white and black hair.

They do look kinda alike (Tobirama and Kawarama) so maybe they are? But yeah. I think it's like Hashi - Tobirama - Kawarama - Itama.

I think you're right, they could be twins, without the scar under his right eye I don't think you would be able to tell them apart.
