As you can see, he isn't carrying the scroll with him:

Uhhh.... The scroll had forbidden techs, doesn't mean it had sealing jutsu... Just because he sealed jutsu in a scroll doesn't mean he can seal a soul, or seal chakra, or... etc. He self confessed, this chapter, that he can't seal :/
